I think design is one of those things some people are blessed to have a natural eye for. Some people have it more than others. That being said, this answer really depends. PMs who don't come from as technical of a background might struggle more on the implementation side. PMs who come from investing or consulting roles are likely inherently good at strategic thinking and ensuring real business value is derived from product!
